Judson Road & Lookout Road Drainage Improvements

Challenge

Recurring flooding at the Judson Road and Lookout Road low-water crossings posed a significant risk to public safety, emergency access, and transportation reliability. The project required replacing aging drainage infrastructure while accommodating railroad constraints, minimizing impacts to surrounding development, reducing flood risk, and supporting state and federal grant funding initiatives.

Our Approach

As the drainage lead, Streamline developed comprehensive hydrologic and hydraulic analyses to evaluate existing flood conditions and optimize proposed improvements. Our team integrated watershed modeling, hydraulic simulations, storm drain design, bridge-class culvert sizing, channel stabilization, and scour evaluations while coordinating with the City of San Antonio, San Antonio River Authority, Union Pacific Railroad, and regulatory agencies to develop a constructible and permit-ready solution.

Results & Impact

  • Improved flood conveyance at two critical transportation crossings.
  • Reduced roadway flooding and enhanced public safety during major storm events.
  • Supported successful pursuit of FEMA Hazard Mitigation Grant funding through technical analyses and Benefit-Cost Analysis.
  • Coordinated complex design constraints involving railroad infrastructure, utilities, and multiple regulatory agencies.
  • Delivered an integrated drainage solution that strengthens transportation resilience and reduces future flood risk for one of northeast San Antonio’s critical roadway corridors.
