Following the catastrophic July 4th flooding in Central Texas, local governments faced the urgent challenge of assessing hundreds of flood-damaged structures while remaining compliant with National Flood Insurance Program (NFIP) requirements. Communities needed rapid technical support to make defensible substantial damage determinations, protect public safety, and preserve eligibility for FEMA Public Assistance and Hazard Mitigation funding—all under compressed emergency response timelines.
Selected by the Texas Division of Emergency Management as a Category I emergency contractor, Streamline rapidly mobilized multidisciplinary teams to support four jurisdictions. We coordinated directly with floodplain administrators and emergency management officials, prioritized field operations using GIS, performed FEMA-compliant substantial damage evaluations, generated standardized documentation using FEMA’s Substantial Damage Estimator, and implemented rigorous QA/QC procedures to ensure consistency across multiple inspection teams. Beyond field assessments, we provided program management, regulatory guidance, documentation management, and reimbursement support throughout the recovery effort.
