Challenge

Following the enactment of Texas Senate Bill 3 (SB3), Maverick County sought to develop a comprehensive flood early warning program that would improve public safety, reduce flood-related fatalities, and establish a long-term implementation strategy for flood monitoring, warning, and emergency response. The county required a data-driven master plan that identified flood risks, prioritized infrastructure investments, and provided actionable guidance for future funding and implementation.

Our Approach

Streamline developed a countywide flood early warning master plan by integrating hydrologic and hydraulic analyses, flood hazard mapping, watershed evaluations, field reconnaissance, emergency management coordination, and stakeholder engagement. Working collaboratively with county leadership and local partners, our team evaluated vulnerable low-water crossings, identified optimal monitoring locations, developed flood warning trigger criteria, and prioritized future investments based on risk, operational effectiveness, and community resilience.
